The
Oregon Community Foundation believes that broad citizen involvement
is a key to Oregon’s successful future and that youth citizenship
education and leadership is especially important. In the
process of national and state education reform, public education’s
historical function of training young people for democratic citizenship
is being de-emphasized, or even lost. In response to this
concern, OCF funded a research survey and report by an OCF intern
